No advanced editing tools in regional groups

I don't seem to have any of the advanced editing/formatting tools available when I post or reply in the new SE region forum.  It was driving me crazy trying to post a hyperlink.  It actually appears to be an issue with all of the regional group forums.  I've since posted in several other forums outside of the regional groups and the tools (font, B, I, U, hyperlink, picture, etc) are all available.
