Please pick out a jacket for me

I'm looking at the EN covertible jacket.  I'm 5'9 150lbs, 38 chest.  Do I go small and risk it being too snug or medium and risk flapping in the wind.  Help!

Satish, I'm just shy of 5'9, about 158, 39" chest, and the medium is quite snug. Couldn't imagine fitting into a small, even if I lost 5-8 pounds.
