Bike Training Question

Hi everyone, I have a question about the training on the bike - I live in the city so distances are not readily available. Hills on the other hand are all over the place. If I have a main set of 20' at zone 4 I dont really have anywhere to do it. I can do that on the weekend when I am going up north. Any advice on what to do or how to transform the training to be effective?
