Reading the training plan question

Half Marathon balanced Int  week 4 Sat -

The description is:

MS: 3/7 as miles at goal pace PLUS 30 seconds/mile, then 7 miles at goal pace MINUS 5 seconds/mile. 

Is that warm-up, then 3 miles at goal + 30" followed by 7 miles at goal - 5"

Should my goal pace for a Half Mary be Z3 or Z2, or something else?
