depends on what your using them for. if they are for tri-bike only, then 808's (wheel cover on the back for races)
for a wheel set you switch between road bike and tri-bike, then I'd go 404's (wheel cover on the back for tri races). reason is that 808's on a road bike are squidish...
404/808 combo are for if you are worried about windy race or training conditions and don't feel confident in your bike handling skills in these situations. 404 is also slightly lighter for climbing conditions, but most courses you'll equal this out with time gain on the descent if you use an 808 front.

My preference is 2 808s. I use a cover on the back when racing with my Power Tap.
I am about 175 lbs and have no issues in 20 mph winds with that combo....
