Can't post pictures in Admin Forums?

Hi,

When I'm in other forums (like General Training Discussions), there are the following at the bottom of the post new topic screen: Tags, Attachments, Polls, Additional Options.  But in this forum, there's only:  Additional Options.

I was going to post up some screenshots, but it looks like I can't here.
