How does a thread get stars?

Just wondering as some have stars and some do not.  Can a coach or WSM rate it or something?

When I am in a thread I can see the stars and simply hover over and click the one I want to rate it.

Coach P - Your screenshot shows only one row with five stars but my screen has five rows with five stars in each.  If I run my mouse over the last column of stars, the yellow stars change?  What's up with that?  Is this some mental exercise that you, Rich, and the EN Tech Guy created to see how long a person will try to click a moving star??    I like it!

I think this is now active for everyone...but yes, I see multiple rows of stars too...just pick the one you can edit I guess!
