I like the combo of Mike and Robert above. Just as there is an always present standard definition of bike and run warm-ups which appear in the plan, RnP could write a short snappy definition of A>>D, and then just assign a letter to each workout. No need for lots of custom notes each week, just an add'l priority letter for each workout, and the ever present definitions off to the side.
I think the option of assigning workouts A through C or D priority and then giving everyone guidance on how to prioritize them.
Warning: I can tell you from experience that we're going to have to make A --> D, and the guidance above very visible for everyone to see and pay attention to it so expect to see the same thing repeated like a gazillion times
There is already a workout triage document in the wiki that refers to (for example) breaking up the longer intervals into shorter ones, etc etc etc. Perhaps that could be built up a bit more to include this extra guidance, and only a very brief explanation and a link could be added to the workout weeks.

Okay folks will check this out! Things are crazy busy right now as we prepare for the next season and rewrite all of our training plans, but we should be able to add this information pretty quickly. The hardest part is probably trying to figure out how to display it all effectively on the screen, but we have the smartest guy in the business so we should be able to figure this out.
